I had booked a flat in Echelon. No water, no completion certificate. No society is formed. Also, I have heard that builder used broken tiles in the flat at Echelon. This spoils the entire look of the floor.. Hope Sarathi City is better than this scenario..

Echelon is one of Sarathi's properties. As per my association, I found the builder is well behaved and ethical but the organisation is very inefficiently/unprofessionally run.
