Good Evening friends!!! I want to know that why most of the developers say they have Airforce NOC but very few of them show when we ask. Airforce authority should publish list of projects who have NOC on a website. Do Pune Municipal Corporation and Banks approve projects layout if a project doesn't have Air-force NOC? If yes then PMC / Banks are also responsible for the same. What is your opinion on it?
Do you think that PMC officials are not aware of that illegal construction. Without their involvement, nobody can start construction because they have to take approval from PMC first. PMC officials take pocket full of money from the builders and turn a blind eye when illegal constructions come up. Banks don't care as they are interested in only repayment capacity of the buyer. If you are buying properties in these areas better, hire a knowledgeable lawyer to verify documents an advance stage of dealing.
Hi all, I heard that PMC to pull down 150 structures in restricted area of Lohegaon airport. With a month left for the deadline set by Bombay HC to take action against buildings that have come up in the restricted zone (within 1000 yards) of Lohegaon Airforce Station, the PMC has decided to demolish 150 structures under police protection. Is it true?
Hello Ramdas, It is true because these area comes under restricted zone. Following a June 2015 Bombay High Court (HC) order to conduct a survey of unauthorised structures raised within 900 metres of the ammunition store's (bomb dump) outer parapet, the Pune Municipal Corporation has found as many as 784 illegal constructions within that area including the whole of Khulewadi village, with 659 households after a month-long survey that began in November.
But PMC should know it that over 90% of the residents here are from Armed Forces. They have made houses with their hard-earned money. I believe if it is necessary for the government to demolish the houses for security reasons, the people should be given alternate accommodation.
Hi Krishnendu, Do you have Sat-Bara or Saha-bara of your plot, check that or go to revenue office with the survey (& hissa) number and get final mutation details along with Non Agriculture information.

Hi Sunil, My advice to you, talk with good property lawyer & see the advantages & disadvantages in this case, PMC vs Town Planning in future related to sanctions, ownership rights, taxes etc. Also need to clearify whether both type of plots can be brought together under single society.

Hi Aarti, RH or twin bungalow society is nothing but flats on ground floor. Better you buy land & build on it on your own, you don't own the land, nor the FSI if increased later. Builder sells on the basis of super area. So you pay separately for the terrace also.
@Aarti, If you buy a plot and make a house, you get double size plot for the same price. Can construct as per wish and benefit from FSI increase in future. You pay the contractor on built up area basis only.
Hi, You can check Amar Shrusti on Hadapsar Sholapur Road, very nice bungalow society, you may get something in resale.Town planning approved, collector NA plots, cost is around 3200-3500/sq-ft minimum plot size is around 2800 sq-ft.

Well Saurav, If the authority approves then only you can build a house neither it can't b Possible. One more thing you have to remember that take care of environmental issues as well.

Hi all, I want to buy a 2000 sq-ft plot on Lohegaon where 2-3 projects have come up with 90+ plots in each scheme . I don't need it basically for investment but I wanted to build my dream house after 10-15 years of time. My queries are as follows:- This plot comes under Gram Panchayat. Plot Builder says that 7/12 he will give on my name. Does that entitle me as the owner and I can build my house? 2) Is Guntewari allowed still, as I came to know that it is not legally allowed since 2001? 3) Someone told that 7/12 cannot be made for 2000sqft plot.?Does a NOC from grampanchayat suffices for building a house ?
Hi Pravakar, If i am not wrong the locality or area which you have mentioned is Santh Nagar, Is it? Santh Nagar partially comes under Pune Municipal Corporation and partially under Gram Panchayat. You can hold this plot as agriculture land and wait for the time when residential project comes there. once the builder convert Agriculture Land to Non-agriculture Land, you can also be benefited from it.

The builder has not left utility space for common amenities. Will PMC force NA norms and it can affect existing plot holders.?
Well Pravakar, According to law, 7/12 in your name you will get only after purchasing 11000 sq-ft. Non Agriculture Land. Your builder is selling 90+ Plots in range of 1000 Sq ft & 2000 Sq-ft. after selling all 90 plots he will make 7/12 jointly but it will not in your name. Only agreement is made into your name. This is really very-2 risky. You can construct two floors in future, but while selling such kind of property you will face blot's of problem problem, you have to take NOC from all 90 persons who will purchase land there.

By the way There are very few Guntewadi plots actually available on sale now, reason 1) Most waiting for the Government Register up-dation to be completed for R zone , secondly, the has been a good deal demand of such plots so most are hiking up the prices. However there are 2 plots which are so far known to be up on sale - a) 4100 sq ft. and b) 5000 sq ft. having said this - there is one more very good plot which will take some time 1 month at least before it is ready to be sold - the size being little less than 4 guntha's.
Hello Amit, Came to know that the proposal has already been submitted to the Pune Development authorities and it has to be duly sanctioned by them. Currently the rate what is prevailing in and around Khese Park is Rs. 1600 per sqft.
Pravin: Still it would help us a bit and there is other benefit that if we approach bank for loan then they will also investigate about the property history and if something fishy then they wont approve loan.

I am fine with this, i have seen some NA plots in khese park, quoted rate 20lacs per gunta...i dont know how much they will negotiate on NA plots..as currently we cannot file any application for converting green zone plots to NA plots unless proposed rzone not passed thoroughly..
I am also searching plot in Khese Park, almost 3 gunta.. I have seen few plots that too with help of Mr. Bhutani... I am bit confused about guntewari done plots and normal plots..will there be any problem on guntewari plots in future as the area is still not in rzone... Wats ur opinion.. I had met some owners - One i met was a pretty rich guy who owns a whole lot of plots ! will update you guys soon ...He had some plots which were i guess more than 10 guntas etc ..so few can get together and do something! I am still interested however my requirement is not exactly 3000 sq.ft as the cost would be bit much for me but if its an NA plot then i can think of trying for a loan.
Abhijeet, it's really sad that i came to know about this so late! the plot i bought was around 6000 sq.ft. and i only needed around 3000-4000 sq ft max as per my budget constraints too ..and the balance 2000 needed a buyer ..the rate was quite good - very affordable and finally after weeks of desperate search the owner sold it to a Catholic family. I am not too sure if the deal is totally complete ..but i guess all payments are made already ! there are a couple of smaller plots too ..will talk to my guys and update you once i am back home ASAP.

yes, i have done that in my previous comment to kirti - Krish dear,for you again( sanjaychatterjee.sc@gmail.com) I think you are thinking in lines of buying a good sized plot and then splitting it into smaller ones ..so all can feel a lot more secured and think constructively. Great idea if you get similar minds Dada! Presently i am on official tour in the eastern India- will be back by third week of Jan and will definitely get in touch and chat up ..we should all meet up first and then come out with a solution ..through so many now brokers, agents, owners etc.
There is mainly one architect around the area who is well experienced in the area and one young architect and contractor who seems to be coming up in recent times there. I had heard from the committee that they have applied for final approval and sanctions, also heard plans are now going to be accepted and sanctioned from Jan 2014, but not sure of the recent updates. What i also feel the sanctions are going to be related with the upcoming elections - so by April most hurdles would be sorted out and plot prices are going to soar !

hahah Hi Pravin, I guess we were all in the same boat at one point of time or the either! lol! See, N/A was isued for a short period then stopped. Even Guntewadi has also stopped now. The entire area is basically Agriculture land, then comes the issue of Air force restricted zone - which was originally 900 mtrs around the area, But with Rohan Mithila and some more builders getting into close range constructions the plans changed a bit - restrictions became 90/100 mtrs from the boundary wall of Air force campus. Even that's quite a dispute and contradicts with every person living or selling plots in the area. House just next to the walls which were broken down at one point of time are again now reconstructed back. Col. Mazumdar's house broken down, Col. Shinde same fate ..but all back again...the Plot front of Bhutani's office was totally zeroed down but now suddenly a huge building is coming up again. So i guess it has also something to do with the upcoming elections scene!

Abhijeet for a 2000 sq ft plot - you wont get the plan sanctioned as per PMC guidelines - it has to be minimum 3 guntha. Besides i had seen some Guntewari and N/A plots - i guess there is 1 3 guntha with N/A which is the 3rd plot from the boundary wall in survey no 256/257. There are Two plots on the Outskirts of Khese park and Kalwar road. There are 4 guntha's and 5 Guntha's NA / Guntewari plots which Mr. Bhutani might have shown you too i guess. They are in Survey 253. But asking rate very high - heard somewhere around 1800 to 2000 / sq. ft.

Coming from no rich n famous background - i could not possibly afford to buy anything and then regret later. Thanks Sanjay. I was looking for a plot of about 2000 sq.ft. however if the plot is NA then i would prefer taking a loan on it as i would like to have a bigger institute (like a bank) involved. Also since i am looking out for a plot for my own residing hence the location & neighbourhood would be utmost important. I think i know the guy you are talking about (mr.bhutani i believe)
Ann Delorme, It is not dangerous I'd say - but you just got to know the system and policies that go in the area. Now , I am searching Plots for 2 of my friends who are NRI's and i find it a little difficult with all the papers being in order - rest it's perfectly fine. Just wait till the elections and this area will be declared officially with GR clearance as a R-Zone. Once this is declared R-Zone prices will shoot up by at-least 1000 to 1500 per sq. ft. depending on the location of the plot. Besides Survey no - 253/ 256/ 257/ 258 has no problems. except area near to the Bakery in Khese Park which is very close to the Boundary wall has some restrictions. All constructions in that area before 2012 will have no problems but any new constructions in that area will be demolished - so you just need to pick up a decent plot that's all.
This clean guy makes 25 - 50 Rupess per square foot on a plot after investing on it - and he is very good with all clear paper work plots only ....Very influential with PMC sanctions etc and he is a landlord himself + plus resides in Khese Park itself ..so good team and clear conscious policies. Hi Abhijeet, Yes right said there is a saying in colloquial hindi " BEHTI GANGA MEIN SAB HAAT DHOTEY HAIN" that's with most of the people. However, with my last months of searching and finalizing a plot finally i Khese Park last Tuesday, I have come across the best and the worst of the lot. Let me know the size of plot you are looking for and any other specifications that you might have in mind - I'll see what best can be done - I have met some owners in the course of my searching so perhaps would be able to connect you with them directly - Only if you promise me a treat LOLz! heheh ! so you save on brokerage and this endearing trouble of searching with the wrong folks. However i had met only ONE genuine sub owner of plots who is a business man and studied his policies - This guy gives like 50% of plot value to owner and books a plot for 3 months - 6 months - within that period he gets a buyer and sells the plot - I was in the middle of this deal just yesterday. Finally a clean Guy!

Hey thanks sanjay. Yes i have enquired with some local shopkeepers however some seem to themselves act as the brokers hence i doubt them. I am just waiting on to hear more about the road as recently heard that the road from airport side is going to be closed by the IAF soon.
Rates for Khese Park plots - starts from 14,500/- per sq ft if you are lucky or else 15,000/- per sq ft. to 21,000/- sq ft. It all boils down to the Brokers mostly and some investor type owners who are not in a hurry to sell. Brokers usually hike and keep a price margin after owners rate + plus their 2% commission - so you have to negotiate. it is better to talk to shopkeepers in the area , or neighbors - they are more genuine and help full. I am just sharing my experience with you - Maybe you turn up luckier. Good luck ! and yes you cant officially start construction now until R zone is declared. Or else BMC guys are happy triggered to break your house down.
Abhijeet, I completely understand the crisis in your mind. I have been seeing and searching out for plots for the last 8 months - practically been there every second day. There is a lot of speculation with the area - each person holding a different opinion or comment. R-zone - expected somewhere between 4 month to 1 year span - some say before Election it would be declared - but nothing concrete. There is a dispute of opinions with buildings have to be 100 mtrs away from boundary wall of Air force - some say 100 mtrs from Runway... which one is correct no clue. There are various kinds of plots - Power of Attorney plots, Guntewadi Plots, N.A. plots and the normal plots - but as per lawyers n architects - best to opt for Guntewadi or N.A. plots only. Roads are going to be broadened - earlier it was 60 ft now some say BMC settled for 30 feet - Truth no clue! So if you are planing to buy a plot - try to settle for plots 100 mtrs away and guntewadi ones only.
Till now it is not changed however speculations that it would be done by next 6 months. However i have heard that there are some plots which are NA there, is it possible? With the whole area in Green zone then how can some plots be NA? Also what is the stadard rate going in khese park as of now
