I recently heard that a tender has been submitted to start the process of implementing a project that claims to guarantee property owners with one common card confirming their ownership is ready to be floated. Lets see what happens.

It seems they have prepared a tender to cover 4 to 5 lakh properties spread across 50 wards of Bangalore. On first shot they are planning to cover 25% of properties under UPOR.

They areyet to identify the 50 wards and it will take at least two months to select a surveying agency. Long way to go :(

The objective of the UPOR is to control the duplication of khatas and make sure that property owners get a single authentic ownership document. The project was suppose to take place in October in 50 wards, including areas like Malleswaram, Yeshwantpur, Rajajinagar, Jayanagar East, Siddapura and Yediyur.

The PR project is yet to take off in Bangalore. The project was suppose to launch in 50 wards out of 198 wards in Bangalore by the Survey Settlement and Land Records Department in the first phase. But the tender called to take up the work had to be cancelled.

The PR cards would record all violations like B Khata, non-approval of layout plan, non-conversion of land usage and violation of building plan. Thus, such cards would only be a conditional PR Card.

It seems after the launch of Urban Property Ownership Records (UPOR) Project in Mysore, Mangalore, Shimoga, Bellary and Hubli, the State government has decided to make the PR card mandatory in all the three cities from October.

When the Bangaloreans going to get their property cards? Any idea.

The local body can start the project within 30 days but they are waiting for the government approval. They are not going for a fresh tender because it will again take two and a half months.

They are going to cover 4 lakh properties in 50 wards in Bangalore for which they are quoting Rs 13 crores. The card will obtain information such as 1) Accurate and updated ownership data of property

2) Secure ownership documents
3)Confidence in transactions
4) Speedy land related services
5)Reduced property disputes due to fair handling of ownership records

Approximately 20 percent of 35,000 property owners in Mysore were supposed to get property registration cards, which allows ownership of a property in urban areas as per Karnataka Land Revenue Act (1964).The urban development department has allowed the issuing of title deeds to property owners which will help the property owners to get PR cards under Urban Properties Ownership Record (UPOR) project.

There are two kinds of documents that property owners have to keep ready to get the PR cards are essential documents and optional documents. The documents differ from property to property. In case if the property is brought from some one then only slae deed is needed to prepare the PR card. If in case the properties alloted by the Bangalore Development Authority has been directly alloted to the owner then he has to produce only the allotment orders. In case BDA has allotted it to A and he has transferred it to B, then we need the allotment letter and the sale deed.

No registration process will be done without handing over the PR card pertaining to the property to a buyer, once the UPOR is put in place. If the property falls in revenue pocket where agricultural land has been used for non agricultural purpose without obtaining land conversion permission, even then the owner will get PR card but the remarks section will mention about the violation of land usage. If someone wants to buy such properties, they will get to know more about the property under the remarks section of the card.The property owners must provide khata issued by the local body, registration certificate issued by the stamps and registration department and other related documents to obtain PR cards. Those who do not possess the said documents will find difficulty in getting PR cards.

The project will computerize details of 20 lakh properties in Bangalore. The PR card will be a legitimate document based on which the property buyers can take a decision. The UPOR will also involve computerization of all details of properties in the city and will go a long way in checking property frauds. Every property owner should possess a PR card, which will add belief and enhance confidence in conveying procedures like sale or lease. In the past few decades, Bangalore has grown exponentially. A PR card will provide security and safety to owners of all properties in the city by eliminating frauds.

More than 20 lakh properties in Bangalore will come under this project. The first phase covers 50 wards in Rajmahal Guttahalli, Sanjaynagar, Malleswaram, Vasantnagar, Yeshwantpur, Gayatrinagar, Rajajinagar, Vijayanagar, Jayanagar East, Siddapura and Yediyur. Tendering is under way for surveying and property document verification process.

A PR card will have details on sketch, map, property liabilities, boundary disputes, details on lease deed and the type of ownership. The card will also have details on the right of way, light and air. PR card is different from khata, which is a tax-paid certificate. The PR-issuing process will even involve leading banks, so that property liabilities are up to date.

The PR cards will serve as the only authorized ownership record and will have every information about the property starting from the property sketch to its liabilities to its nature and identity of ownership. This is the first initiative in India to streamline the ownership registration of urban properties. It is expected to start soon in Bangalore. The move includes issuing of Property Records (PR) cards to property owners.
