I hear that the project is not approved and Dugar builders are having difficulties with CMDA to get this project approved. Has the project been approved yet?

My friend's daughter in India has purchased a flat in this project before 3 months.The builder had asked her to pay the installments in advance before the banks sanctioned loans as the building had to be approved by CMDA. The Builder appears to be insensitive to the buyers interest and are asking them to pay up even before the loans are sanctioned. With no options she had payed them and was waiting for approval to proceed with bank loan. I do not know if the builder has obtained the approval since then so please verify when approaching this builder. I was looking for purchasing a flat in this project but after hearing these stories I am holding back.
