Copy of Sale Deed 2. Application for mutation with court fee stamp affixed on it 3. Indemnity bond on stamp paper of requisite value 4. Affidavit on stamp paper of requisite value 5. Hi, Mutation is the change of title ownership from one person to another when the property is sold or transferred. By mutating a property, the new owner gets the property recorded on his name in the land revenue department and the government is able to charge property tax from the rightful owner.
Thanks Promit, I think Mutation of property is recording the transfer of title of a property from one person to another in the revenue records.There is no particular rule for cancellation of the mutation. It can be cancelled on any basisas it fits to the revenue department..

The effect of such non registration of property was detrimental to the interest of both, the property owners as well as the state Government. Such flat owners could not become legal owners of their property as the property was not mutated in their name(s). Mutation can be done only after completion of the registration and after mutation the new owners’ name is registered in the Government’s Record of Rights (ROR). The state Government also could not collect property tax on these properties as there were no legal owner(s) and as such exchequer, state government and different municipal corporations including Kolkata Municipal Corporation were incurring heavy losses.
