Builder is yet to complete the pending works in elite grandeur. Make sure all pending works are completed before buying. Once the flat is bought, no way you can approach the builder.

Flat is ready for possession and they do not have a completion certificate.Builder says that the entire bangalore is full of illegal penthouses so no need to worry.
I have dropped the plan to purchase because
1) Size of a 2 BHK itself starts @ 1413 sft which is huge. 2) No completion certificate with the builder. 3) he has built 6 penthouses with all the aminities at the top floor which are not in the plan. 4) Very bad attitude of builder to not respond properly.
Occupancy certificate should be given once the flat is ready for possession.. But before that the developer should have obtained Completion Certificate. After that the builder gets OC from concerned dept and then issues it to flat owners.
My suggestion would be not to buy a penthouse which are illegally built because first of all occupancy certificate is not there or the construction for which you may face hell lot of problems. I hope you are aware of the Campa Cola incident.
