If Salt Pan lands in suburban areas are allowed to change in usage, can be used for creation of low cost housing for LIG and EWC segments. It definitely has the possibilities to affect availability of land for real estate development, but just by itself it may not be enough.

The new policies that have been talked about and discussed earlier, be it the new housing policy for Maharashtra or new norms from the BMC, or even schemes like "100 smart cities" and "housing for all", these should have a positive impact on land availability and usage for real estate in Mumbai if applied it properly.

If policies were implemented properly and within the specific time period, things will work out better. But, it needs to be added with other positives such as infrastructure projects and policy decisions which will help make it a reality.

Good morning Shalini!!!
For that Maharashtra Govt has appointed a committee to look after a plan for best utilisation of salt pan lands in Mumbai. The fact that the master plan will consider the possibility of housing projects, to build affordable houses for people, on areas that are not ecologically sensitive is also welcome.

If you looks at the past decade, the story of Mumbai's real estate has largely but remained constant. High demand for affordable homes, not enough support in form of restrictive rules and regulations, zoning and permissible FSI norms, excessive time taken for permissions and clearances. So, it seems to me that coming year will be more challenging for Maharashtra Govt for making slum free Mumbai by 2022.

I have always felt that the powers that be, from the Centre to the State and the Local Self Bodies not to forget bodies like environment Clearance, or the DGCA for height clearance of structures from a flight path viewpoint were more of regulators than facilitators. This has always resulted in directly impacting land availability for real estate development.

I personally feel opening of salt pans in mumbai is good start . This will work as affordable for a common man.

This Salt Pan lands admeasuring 2177 Ha are located in MCGM area at Dahisar, Goregaon, Mulund, Bhandup, Kanjur, Nahur, Ghatkopar, Turbhe, Mandale, Chembur, Wadala and Anik. The Salt Pan lands are distributed in 31 Salt Works and 4 Salt factories, out of which 24 salt works (107 Ha) are under license and 7 salt works (1032 Ha) are under lease.

The location of these salt pans makes them lucrative for real estate development. They lie on both sides of the Mulund-Airoli bridge, a critical link to Navi Mumbai. The road link’s significance will only grow in the future, after the Navi Mumbai airport is built.

Knowing the fact that most of Mumbai's slum rehab schemes have been delayed for years on, the state govt. has now decided that Letter Of Intent issued to developers but who have still not begin construction would be called for a hearing and asked to start the project within one year. If the developers still do not start the project, then the LOI would stand cancelled and then the SRA after undertaking a possibility study will group the tenable and non tenable slums.

This would come as huge benefit for us. For example, when the builders showed interest only in those areas which were near Bandra Kurla Complex, under the new policy if a builder wants to take up a redevelopment of a profitable slum project he would be given the proceed only if he takes up the redevelopment of a slum project that might not have any takers.

As per the current news, if the Maharashtra government has its way then developers who want to use up redevelopment of slums on "prime land" will also have to now necessarily have to take redevelopment of slums on non "prime land".

Ye to hona hi tha.....who will take the risk..... We all know that why builders are avoiding redevelopment of slums on non-prime land in places. It is because, there are high tension lines, where slums are above water pipe lines or in forest areas.

You mean to say that in order to keep going, the state governments new housing draft plan has decided that to think of a new policy called " Whole City All Slums". Under this plan they would club slum areas which are not receiving good response from builders with that of slum areas which the builders are struggling for development.

Of course yes.
To obtain this state has decided to ask the Slum Rehabilitation Authority to interact with private surveyors to do market research of all such slums and also the number of eligible and non eligible slum residents.

Hi Saurav,
The biggest issue which will come out of this conclusion is what will take place in the changeover period till the new plan comes in. Due to uncertainness, developers will be unable to launch new projects. I hope that the new plan is executed at the earliest to avoid further negative impact on Mumbai's real estate and its infrastructure.

Right Ashish,
Only thing is that, we all need to be patient. Deals are not being started or are being placed back as value of these depend on the probable development that will be governed by the recommended regulations. According to guidelines from the state government, the civic body will be using the strict of the 2 development plans. Existing one and the suggested DP 2034 for approving any projects in the city.

Hi all,
Maharashtra government is scrapping of the Mumbai Development plan. Do you know the result of it? It may put the realty market into more mess, with deals for land deals, redevelopment projects and even private equity transactions for financing these projects in Mumbai getting stuck due to absence of clearness on the city's proposed development plan.

It will effect many of the city's projects have been in stuck since February when the Municipal Corporation of Greater Mumbai declared the new Development Plan 2034. After getting huge complaints for large number of mistakes in the recommended plan, making the state government to discard it on Tuesday. It has also asked the civic body to modify it in 4 months.

According to me, it is important that the government has identified that a large number of problems were part of the plan and they have put it on record. Accepting the faults will lead to fixing them and a better plan can be expected now.

It means now, the developers will have to wait to study the plans and their effects before launching new projects. In the meanwhile, supply of new units may fall, which will help in clearing the existing unsold inventory to some level.

What i think that a development plan with a 20-year time period needs time to be perfected and looked into and if that means a year or two longer, there is no harm. And at the same time development rules are crucial for any city or even smaller regions, as a result planning will direct the shape and form they take over a period of time.

Announcement of the recommended DP, project approvals in the city had come to a halt. With its discarding, they expect project approvals and launches to pick up in the coming weeks. Nevertheless, demand continues to be weak and only well-priced, quality projects from reputed developers are expected to see movement.

It was also mentioned by the Chief Minister of Maharashtra that the government was in favor of discarding the draft DP, but said that a final decision will be taken only after report by the committee headed by chief secretary is obtained.

Hmm,
That is the main reason why the MCGM has got more than 25000 suggestions and objection from citizens of Mumbai. Having note of public outcry, chief minister Devendra Fadnavis on 7th June appointed a committee under the chairmanship of the chief secretary to go into ideas of the draft plan and make recommendations to the government.

Day before yerterday, the Maharashtra government has asked the Municipal Corporation of Greater Mumbai to correct actual problems on land use in Mumbais draft development plan for 2034 and come out with a modified draft within the next 4 months. Goor work by the government for the development of Mumbai.

Yes, i read this news. And at the same time, the current DP will cease to exist after publication of the improved DP and the process of inviting suggestions and objections from citizens will begin once again.

A committee appointed by the state government under the chairmanship of chief secretary Swadheen Kshatriya in its report mentioned many cases of actual mistakes on existing as well as proposed land use.

What is your opinion on the draft DP that does not fixed away sufficient space for public amenities while putting no-development zones for residential uses? It also overlooked heritage structures in the commercial capital while making its ideas.

The plan came under major criticism as it proposed an increase in floor space index, which indicates allowable construction on any plot, setting up no-development zones for residential development, factual mistakes in existing land use and change in reservation policy and also suggesting opening up of 1287 hectares of Aarey Milk colony located in western suburb of Goregaon, among others.

In addition to scrapping the NDZ tag, the DP has also decided to exclude these salt pans from the category of natural areas. Instead, it has marked them as open spaces.

Brihanmumbai Municipal Corporation chief Sitaram Kunte had recently told in a meeting that the civic body had scrapped the category of NDZs since it was a misnomer that it can not be developed. On the other hand activists and experts are worried such zoning of the land that may result in them being opened up for development soon.

As indicated by the proposed development control rules, such a Residential Commercial zone can include anything from hotels to workplaces, restaurants, shopping centers and also resorts. Whereas the BMC has defined an RC zone as one that is mainly residential, but also in some measure commercial.

Yeh, It is really a good initiative by the Maharashtra Govt. that the ecologically sensitive salt pans lined with mangroves in the eastern parts of the city may be opened up for development, but it will only happen if the city's proposed development plan get its direction.

Earlier, the salt pans fell under the No Development Zone but now it has been have included under the Residential Commercial zone. It is really a good start by the Maharashtra Govt. a move which can open them up for development in the future.
