Maharashtra Govt plans "one-stop" node for building proposals

Q: Is it an attempt of state govt to cut red tape and delays in the building approval process? What will be in the new plan? Any idea?

Then it is also necessary that BMC should fixed a deadline for each department to decide on the issuance of NOC.

They have already decided for it. BMC had fixed a deadline within which each department would have to decide on the issuance of NOC, failing which it would be consider that the department has no-objection. It has also decided to coordinate with the civil aviation ministry to streamline NOCs for height clearance for high-rise projects.

Yes, the BMC has began working out resources for implementing the reform. Govt asked BMC to put the new mechanism in place within a month. And the civic body had already taken up the proposal for reviewing building approval procedures.

Earlier, the average time taken for all these approvals was over six months. And an applicant has to visit multiple offices to obtain these NOCs. Have they set any time frame and format for that?

Yes, the Chief Secretary has now ordered the municipal commissioner to bring it down to 30 days. The BMC would also come out with a standard set of guidelines for these NOCs. Once an application for commencement certificate is made, it would be shared with all the involved departments at once.

Hi Samrat,
Yes, the real estate sector is the most flourishing industry in Mumbai. At present, some 40 pre-condition and at least 10 NOCs needed to be individually before commencement certificate is issued to approved project. these are Water, sewerage, tree authority, storm water drain, civil aviation ministry, environment ministry, roads and traffic, fire control board, fire brigade dept, Archaeological Society of India and development plan among others.

And the current system puts the burden on the applicant to get no objection certificates from various civic, states and central agencies, and same would now be shifted on the Brihanmumbai Municipal Corporation's building proposal department.

@Dwarkesh,
If all goes as planned, a single application for issuance of commencement certificate from the architect of a building project would soon be enough for getting the permission. It is also heard that the CM-led State Urban Development Department issued instruction to the BMC in this regard last week.
