If the builder has constructed as per the plan and according to their rules without any illegal construction builder will get OC. File a RTI application to know about why not getting OC. Then issue a legal notice for deficiency of services and claim damages.
Good Morning Vishal!!!! There must be some date by which the builder is obliged to give you occupancy certificate. If that date is there, talk about this to your builder. If it is being delayed intentionally without any reason, you send him legal notice. About his interest delaying the occupancy certificate, he may be looking for an opportunity to get additional money in one or other form.
Right Ketal, You cannot occupy the flats in absence of Occupancy Certificate by the Municipal Corporation. It is certificate that proves that building has been completed as per sanctioned plans. You can file RT application with NMMC as to why OC has not been issued for the project
