Hi. In Delhi Mutation is done by either DDA or MCD as per the area concerned and divided among two. First you note that mutation is not a Title of ownership. It is the Sale Deed Or Gov allotment letter with conveyance Deed which makes the person entitlled the right of ownership.
Now come to mutation, You are requested to make an application in the name of the Controller and collector of Revenue with a CC to its Commissioner Office informing that the said mutation in the name of such and such person is made wrong from their department and why not it has been rectified. As there are certain documents are needed to get mutation done in the name of the applicant. Which are such as Sale Deed, Conveyance deed all previous dues paid NOC from the department, Allotment letter, Free-hold certificate, Possession letter, Share certificate etc.
A mutation can be cancelled in different circumstances such as 1. When the area is mortgaged/with or without possession with any person or enterprise. 2. When a decree is passed for the property by the Court. 3. When a court has put a stay on transfer of rights of an area. 4. When the possession is not transferred to the Purchaser or mutation beneficiary. 5. When the facts of registry are not similar to the record.
