In Delhi Mutation is done by either DDA or MCD as per the area concerned and divided among two.
First you note that mutation is not a Title of ownership. It is the Sale Deed Or Gov allotment letter with conveyance Deed which makes the person entitlled the right of ownership.
Now come to mutation, You are requested to make an application in the name of the Controller and collector of Revenue with a CC to its Commissioner Office informing that the said mutation in the name of such and such person is made wrong from their department and why not it has been rectified. As there are certain documents are needed to get mutation done in the name of the applicant. Which are such as Sale Deed, Conveyance deed all previous dues paid NOC from the department, Allotment letter, Free-hold certificate, Possession letter, Share certificate etc.
Q:in mother sale deed a person had a plot of 112.5 sq yard area out of which he had sold 2 square feet of area to his neighbour.then he sold his plot again to another person. but present purchaser has sale deed of 115 squareyard. how it beomes possible?please help. who is owner of that 2 squareyard area.

u have not got my point fully.actually i am that that neighborur and first I have that registered deed of 2 square yardthatmeans I have sale deed of 114.5 square yard. then remaining area of adjacent plot was 110.5 squrare yard. but now that plot has registered area 115 sq yard. I am already paying tax of my house of 114.5 sq yard. but that plot also has 115 sq yard in property tax record.the difference is in addition I also have mutation in patwari record
