I am not agree with you Shantanu. The point I fail to understand is the utilities(electricity+water) is solely used by the contractor and used only for the construction purpose for the under-construction property.
And when a contract has been made for a certain amount towards providing the service(construction) by the contractor, is n't the utility expense or whatever other fringe expenses that might happen, it is fully contractor's responsibility as he has added part of the price he quoted for construction of the house.

But to put it in simple words if it is Your Plot - Your House - You Pay unless the two of you mutually decide to split bills. And yes, if the connection will be in your name alone. (Unless you both devise another strategy of getting a temporary one).
