It is true. The amendment now allows the buyer to pay a penalty to the state government @ 50% of the Ready Reckoner Rate if the land purchased is for agricultural activities and 75% if the land has been purchased for non-agricultural activities. The decision would help in easing hurdles in setting up industries in the state.

Yes, The cabinet approved an amendment to the Kul Kayda Act (Maharashtra Tenancy and Agricultural Lands Act, 1948 whereby tillers of the soil were able to possess the land they farmed as on the date the law came into force).
Under section 43 of the Act, sale of land under this Act requires prior permission of the collector. If the transaction is carried out without this permission, then the land can be taken over by the government as there is no provision for regularization.
