Hi,
It seems to me that you are talking about your flat possession. If you have sale deed in your name and have already paid 95% of the flat value and still waiting for the possession then file a case in the consumer court.
But before that send a mail to builder and ask for your flat possession and still if you are not getting any positive reply then take hard copy of the sent mail and hire a property expert for a legal action.
