does siddha town rajarhat have obtained cc from local municipality for each blocks of the projects ?

Siddha Town, Rajarhat, Kolkata is a completed project. After completion of the construction work builder apply for Completion Certificate then local body comes and verify the construction staus, quality of material used, electricity fitting and equipment, construction of the building as per sanctioned plan or not, NOC from several dept. or not and then they issue Completion Certificate. With the help of completion certificate builder apply for possession certificate with all the required documents. Now, may flats owners are living in the society. It means the project got completion certificate. Without completion certificate how can they enter in their flats.
