Hello Raji, Before buying a flat in Tamil Nadu or anywhere else, it is necessary that you must check the property documents and conduct your own due diligence. 1) Check title and ownership of builder by checking the Sale Deed and Patta Chitta Adangal (Land Records), 2) Change of Land Use (CLU) Certificate from Agricultural to Residential, 3) Approved layout, 4) Land use as per master plan, 5) Whether NoC & Clearances obtained from Environment, Electricity, Water, Fire and Safety Authorities, 6) Whether Certificate of Commencement is received, 7)Check terms of Allotment Letter, 8) Check terms & conditions of Builder-Buyer Agreement, 9) Completion Certificate, 10) Occupancy Certificate, and 11) Possession letter.

These are Title Deed, Copy of the Sanctioned Building Plan, Commencement Certificate, Encumbrance Certificate, NOCs from Electricity Board, Water Board, Pollution Board, Airport Authority, Environment Board, Forest Dept, Traffic Control, Society Building, etc. as the case may be, Construction Agreement or, Builder-buyer agreement, Completion Certificate, Sale Agreement, Possession or Allotment letter, Sale Deed etc.
