I suppose that if the home owners all agree, legal recourse would surely persuade them to reply/respond. e-mail communications with the builder is not having sufficientt desired effect. mr.vishwa may be stonewalling us due to our inability to convince him/his employer of our intentions. since nothing else is working, legal option may be the last thing. but maintenance is also equally important which we need to deal with firmly but how that should be managed with or without the help of builders requires some putting together our minds. shying away is not going to help.
