New rules to calculate FSI in Mumbai.

Q: The government introduced new rules for calculating the FSI. Will it be helpful for the builders to sell properties in lesser price?

You are right Praveen,
These rules would bring in transparency and curb corruption as they limit discretionary powers of authorities and provide a level playing field for all developers. Brihanmumbai Municipal Corporation (BMC) expects to earn upto Rs.1000 crores a year, which would be used in infrastructure developments in Mumbai.

Fungible FSI will be available at 60%, 80% and 100% of the ready reckoner rates for residential, industrial and commercial developments respectively.

Under the new norms developers will have an option of 25% more parking over the DCR limit without premium and without being counted in FSI, which would bring some much needed relief to developers and end-users alike.

Yes true Mr Dixit.. FSI is also the ratio of the total floor area of any particular property to the size of the land of that location.. An FSI of 3 would indicate that the total floor area of a building is three times the gross area of the plot on which it is constructed. Obviously higher FSI will add extra load on other services provided by state like water, electricity and sewage.

Changes made in FSI:- Under the new DCR, areas for balcony, flower-beds, terraces, voids, niches would be counted in the FSI. These were not earlier considered in FSI calculations.

To compensate for this loss in FSI, the government has allowed compensatory fungible FSI of up to 35% for residential developments and 20% for industrial and commercial developments. This can be used for bigger habitat area or flowerbeds, voids etc.

FSI is the floor space index. Municipalities and governments allow only a certain FSI. Otherwise very tall buildings in a narrow space would be constructed leading to parking and various other problems. Government had drafted a policy for FSI through out Maharashtra. It would vary from city to city and municipality to municipality depending upon the population density.

I agree with you Vikash.. Also, the Planning Commission has recently recommended to increase the floor space index (FSI) or floor area ratio which in turn will may raise the height of the properties in India, but it may take some time as the country is not ready yet.. Developers say an increase in the FSI was long due, witnessing the shortage in plots. Builders and analysts also say a higher FSI would not necessarily translate into affordable housing, as the density per acre norms need to be relaxed as well.

Hi Mukesh, according to the new FSI calculation, the balcony, flower beds, ducts, car decks, etc. will not be included in the sale-able floor area. And this decision is expected to increase the cost of the properties in Mumbai region.
