Owner does not pay share of common expenses.

Q: Hi I want to know if the owner is not staying in an apartment do he need to pay share of common expenses or the apartment building.

how can one escape obligation?

If the apartment owner is not paying the share of common expenses then it is the duty of the tenant to pay the common expenses.
