Should we take a legal course against the builder for delay?

Q: There seems to be a further delay. It may stretch to May 2013. The past experience with the builder is bad since they are delaying the project with irrelevant excuses. Other projects are on time.

First step, build the list of buyers, form an association, hold the meeting with the developer before approaching the law. Positive results are guaranteed.

Wondering why there is a delay as per the communication from the builder all the flats are sold out so it should be fast and quick now, understandable with the delay earlier as the flats were yet to get sold out but should not be any delay now.
