If the builder has approval only untill 4th floor then why do u wana risk it!!.. why dont you look for another builder?? there are so many new players in the ground and if you buy and later if you are not able to sell it in future then what or the corporation asks the builder to stop construction then it would be a huge headache!!..
you will find better apartments if you browse common floor and other real estate websites.
Also if you want any other builders do look out for fortius Waterscape they are pretty new in the market but good builders and have good quality.They have all the amenities also.
