What is investor quota ? One of my old builder has given an option for me to buy a row house at investor quota in Budige

Q: This project is next to Pruska Silvana. This project has row house of 1800 sq , 4 BHK and builder is quoting me at 2800 sq ft .Ask price is 60 lakh.initial amount of 16 lakh and after approval 10 lakhs . Approval will take 1 year. Just wanted to check if this deal worth to invest as its a big amount in beginning. This builder is Credai approved . Other investment option is to buy a pre launch apartment in North bangalore .Please suggeest.This is Credai builder.
