Dehradun being the capital city and is one of the most developed city of the state. A good spot to invest is Haridwar-Dehradun road. Many builders are delivering good residential projects and commercial projects. For example G.T.M group, they are into both residential and commercial projects. A big advantage of this location is that it is around N.H-72 & proposed Fly-over.
But it all depends upon you whether you are buying a property for investment purpose or for end use. Few more factors which play a major role for end using. Firstly, the area should be developed, all the basic amenities like school, market, bus stand, railway station, hospital, hotels in should be nearby. But if you find that within 4-5 yrs of investment no infrastructural development is found in the locality then you must sold out and look for some other locality which far better than that.
