Yes, it's taken care of. FYI they do have the NOC from Railway as well.

Hey Laila, Have you visited the site or talked with the builder regarding the same because the project has got approval from BBMP and banks. Any idea if the builder is going to provide OC for this project?

The builder provides OC. Suggest check BBMP Website if the Palike has given Construction Clearance Certificate and OC to the Builder. I did nor see the docu. Some entries are in vernacular.
Some aspects to be considered:
1. There is a 12 mtr road following the railway track- both sides as per Thanisandra Map inBBMP web site. Should it come up, like the ghost of Surface Water Drains in South B'lore, the Tennis Court and Gas Storage Area will get demolished.
2. NOC from Railway Department is necessary for issuing a Building Permit for construction in a private land within 30meters from railway boundary. 'Boundary' and ''Track' are two different things!!
