In my point of view, you should discuss with builder regarding this extra charges. Is any thing about it mentioned in your sale deed , check you agreement paper carefully. Check in your payment plan is anything mentioned about extra charges. If not then you can talk with other buyers of this project. Then you can come up with some conclusion what to do....
