Q: Hello, I want to build a house in Maradu in Kochi. But I have heard that there is some technical issue with the Maadu municipal corporation which has stopped the constructions. ANy idea what is happening here?
This means, basically, the whole process takes at least a lot of weeks and maybe even months to get done and the people are quite justified for being so angry with the corporation about this.
Since there is an ambiguity in that clause, the maradu municipality can not take decisions and give building permits to people that are planning to rebuild their homes on the same plot . Maradu municipality chairman T K Devarajan said so when he was asked by some people.
There is a bit of a problem with giving clearances to residential homes near small rivulets. Maradu has about 14 rivulets or canals, big and small, within its limits. The KCZMA should only bring rivulets wider than 50m under CRZ norms.
I heard that the Maradu municipality officials have been asking the Kerala Coastal Zone Regulation Management Authority (KCZMA) to group them in CRZ-II and the actual classification is still not determined and it could take atleast a few more months.
There is a bit of an issue here though. The Ministey of Environment and Forests has said they the High TIde Line (HTL) must be determined for this area and must be verified by the NCSCM in Chennai only after which can this be completed.
However the Chairman of NCESS K K Ramachandran has spoken about this for the relief of the residents and has said that the Maradu area falls under CRZ-II because it already has a urban development board for administrative and other purposes.
The agency that is in charge of preparing CZMP maps for the whole of Kerala, has held discussions with the local body and stakeholders. But have failed to publish the plan which has resulted in authorities keeping applications for building permits in secrets.
I heard that the draft document of the coastal zone management plan (CZMP) was completed by the National Centre for Earth Science Studies (NCESS) six months ago but the local corpoation ahs not yet taken the project forward which has frustrated the people here.
YEs. CRZ-III refers to places that are close to the coast but are relatively undeveloped. People living in waterfront areas such as islands, where the salinity levels are above 5 PPT (particles per thousand), are generally affected by CRZ-III norms.
YOu know the CRZ - 1 includes mangrove areas, estuary, marine habitats and water bodies while the CRZ-II includes places that have already been developed. Corporations and municipalities come under it as they are urban bodies. CRZ 3 is slightly different.
DO you know how the Coastal Regulation Zones (CRZ) are determined. HEre's how. It is be based completely on the areas' distance from big water bodies and other such eco-fragile environment which could play a role in the level of construction that is needed.
There would be a clear idea only when there is information about whether the municipality comes under the CRZ -II or CRZ -III category. Until and unless this is not figured out, no permissions will be given to anybody.
Actually here's what's happening. Residents have been seeking permission to reconstruct or renovate their homes which are close to small creeks and canals in the municipality and the municipality is unlike to grant them with the permissions.
Do you know what the offiicials are saying? According to them, t is the residents' fault since the plan has not been handed over to them,.They can not sanction any sort of permission for construction process to begin.
Yes. There has been this issue right now. There is actually a technical glitch which has put a stop of several of the residents' plan to renovate and reconstruct their homes. And the Maradu residents are buring with anger due to this.
