Q:dear sir,i am planning to buy a resale flat on 4th floor(topmost) of ittina sarva 2(bommanahally). The owner has occupancy certificate issued by cmc bommanahally.but he maintains that there is no approved sanctioned plan available since the builder had lost it.my question is, will an occupancy certificate be valid enough to prove the building does not have violation?also how much will be the fine to be paid by an individual owner of 1000 sq ft flat has to pay to ratify such a property if proposed akrama- sakrama is in effect.

there are 4 floor.
they said ground floor is parking , then ground , 1st , 2nd , then 3rd .
is this correct ?
I am afraid to buy last floor.

Latest Answer: Hi, I have already bought a flat in SLV Flora (already got registration done), the title documents looks good, and I heard that we need to get the EC certificate from the subregistrar office on Begur road .. am not sure on the Katha certificate.. they say we will get it later.
Few complaints, this builder took about Rs 70,000 extra money just before the registration in the name of Vat and the Service Tax rate change.. compared to original sale agreement.. (there is no VAT rate change, Service tax rate changed from 10% to12.36% , this would result in increament of Rs 6,000 approximately). they even not ready to provide the letter stating the increased amount... to me it looks like it is just a bribe...Also, project got delayed by almost an year. most of the amenities are not ready for use.. not even the basic amenities..like lift.. gym etc..it is just frustrating.. they even dont have any reason to explain for the delay... they talk many things and promise many things before selling..
