Q:dear sir,i am planning to buy a resale flat on 4th floor(topmost) of ittina sarva 2(bommanahally). The owner has occupancy certificate issued by cmc bommanahally.but he maintains that there is no approved sanctioned plan available since the builder had lost it.my question is, will an occupancy certificate be valid enough to prove the building does not have violation?also how much will be the fine to be paid by an individual owner of 1000 sq ft flat has to pay to ratify such a property if proposed akrama- sakrama is in effect.

they said ground floor is parking , then ground , 1st , 2nd , then 3rd .
is this correct ?
