Q: On Tuesday, a number of states are expected to express their views on the contentious Enemy Property (Amendment and Validation) Bill, 2016 at a Select Committee meeting of the Rajya Sabha.

Latest Answer: The 1968 Act regulates these enemy properties and lists the powers of the Custodian. The panel had earlier called Chief Secretaries of Uttar Pradesh, Bihar, Andhra Pradesh, Telangana, Uttarakhand and Delhi, but most of the states had sent junior officers while some sent only their Resident Commissioners based in Delhi, to which the panel members had taken strong objection.

Q: Facing acute opposition in the Rajya Sabha and strong disturbance, the government has decided against moving the amended Real Estate (Development and Regulation) Bill in the current session and will try to get it through parliament next year.
Latest Answer: As per the recent news, the Real Estate (Regulation and Development) Bill had been referred to a select committee, which had given its report in July. But Congress, Left and AIADMK had expressed reservations on the report through disagree notes. Given the opposition, the government had formed an informal group of ministers to work out on a politically acceptable bill.

Q: Government will make a fresh proposal to pass crucial bills on GST and real estate in the last week of the Winter session.
Latest Answer: As per Parliamentary Affairs Ministry, 10 Bills passed by Lok Sabha are still to be taken up in Rajya Sabha. In the Lok Sabha, Government has proposed to take up 9 items of legislative and financial business during next week of winter session. Of these, time has been allotted for 7 items. A heavy agenda of 16 items is due to be taken up in Rajya Sabha which lagged behind Lok Sabha in transaction of business this week due to disruptions and forced interruption.

Q: Being a Constitutional amendment, the GST Bill has to be approved by 2/3 majority in both Houses and half of the state assemblies. Lok Sabha has already passed the Bill.

Latest Answer: For the time being, government is busy in back channel negotiations with Congress to get its support. Once Congress chief Sonia Gandhi is back from the US, there will be more clarity on the main opposition's stand.
