As per my knowledge, builder has no rights for not allowing its customers to visit property. If you are the buyer then you must get in touch with construction. To check quality & update construction status. You discuss with builder the reason behind not allowing customers to visit property. Actually there is no legal way or term for not allowing customer/owner of the property to see/check his or her own property.
