It depends on the agreement, what has been agreed at the time of price negotiation or at the time of entering into an agreement. In case both the party has not discussed this issue, if the seller feels that the fee is a negligible amount and can be accommodated, he can pay for that wise versa buyer too. The same applies to brokerage too that what is agreed at the time of first discussion, though the Real estate agents demands 2% from the seller and 1% from the buyer.
