Latest Answer: I have heard from a few the city governing party official friends of mine. He has said that most of the projects were delayed because the senior officials were no where to be found when the projects were being handled.
Latest Answer: Actually, there in lies the whole problem. The department have a week's time to clear the road to let the road dry. But there is also no alternative route to take for a week's time so the traffic flow will continue which will spoil the road.
