It is the builder's responsbility to get the sub-lessees to get the registry done. However every builder will get a letter( on stamp paper) from you that the builder wants to get the registry done and if there is a delay then the sub-lessee is responsible. So it is best to get the registry done when the builder starts the process. At that point lots of flat owners get it done. Later you will have to run after the builder.
