You have to approach to District Collectorate office for that. The owner applying for conversion would obtain a conversion order which could then be used to construct residential units on land. On the other hand, it is easier to convert a dry land or Punjai Land into specific purposes for example township projects or layouts. But you have to pay conversion charges for that.
