Q:I liked an 8 years old apartment in Horamavu, approved by gramapanchayat and its in fourth floor. Is there approval restriction for gramapanchayath to approve four storied apartment. Thanks in advance for your valuable time and input.

I have sales deed of the land and this flat is owned by the builder itself so there is no sale deed for the flat. Could you please tell me where should i approach to check these validity of these documents, if Gramapanchayat was not authority to approve building plans, then which was supposed to do this.
