Q:As per new bylaws of Noida Authority in 2015, delay in construction on plot will result in 4%, 5%, 6%..... 13% penalty from 3'rd to 10'th year of registry/allotment. In case i construct after 3 years, whether i will have to pay 4%+5%+6% = 15% or only 5% penalty to Authority ??
