The building is complete but there are minor works yet to be completed in all houses that will take 2 to 3 months yet and if you want some safety grills etc its will be done only after full payment which means add 2 months from then. When making the agreement mention the date of handing over so that you are legally safe and do the final settlement only upon handing over to your satisfaction and inspection.
