Home buyers question additional charges for residences in Noida extension projects.

I got possession letter from Supertech for my flat in Eco Village 1 project, with demand of "Farmer compensation charges and Labour welfare charges" Is this legal? If not what can I do to make builder remove these charges from possession letter.
