Q: Has the project got approval from BBMP? Can I avail home loan from State Bank of India for this project?

Recently I inquired with the builder and they say that B khata wil be provided for the entire project and it is upto the individual flat owners to apply A Khata and even OC has to be applied by the owner by themselves. Builder clearly stated he is not giving OC and B khatha only given for the apartment, Flat owner have to spend 20K to get the A khatha certificate. If OC is not given it means there is deviation from the initial plan, In this sitauation can I buy this poperty. Yes or No ? Please let me know I am very much confused.
