Q: 2 weeks ago i purchased a HMDA approved Plot in Hyderabad. The registration is complete. Property Mutation for HMDA Layout Plot, is it required ? the person who got our Plot registered says Mutation is not required for Non-Agricultural land, but online articles mention that Mutation of property is important and required when selling the property. Please suggest..

To put it simply, the Master Plan and a valid layout approval guides usage of land and regulates the development activities in an area. A valid layout approval means you can utilise the plot for development purpose like building construction, etc. after duly obtaining permission as per law. However, not having a valid layout approval does not imply that the area would be confiscated by the public authority or the ownership rights over the land are affected as in your case (unless there is an ownership discrepancy). It means that you cannot utilise the plot for development purposes like house construction, etc. You would not get building approval under the law for the said area.
I am sorry, but i couldn't understand how this answers my question of whether or not my property needs Mutation to be done? Registration of property is complete and HMDA approval is available for the layout. I just want to know if mutation is required. As the registration broker said Mutation is not required for non agricultural property.

Generally, it is safe to buy in HMDA Approved layouts since HMDA exercises due diligence in scrutiny of the ownership aspects as per available Land Revenue Records. To my knowledge there are hardly any cases wherein HMDA has given layout approvals in disputed sites- of course, if subsequent litigation arise then one has to approach the court of law for redressal, etc. So prima facie, one can be assured plots in HMDA approved layouts are secure.
Hi thank you for the response, but my query was whether MUTATION is required? Or just sale deed is enough for complete ownership? How will property tax be registered on my name?
