I believe, flat owners are not aware about the issue as formal demand has not been raised by the builder but it is sure that they are not going to give possesion untill unless you make a FD of 4% of agreement value by assigning lien to them....this is mala practice from builder. it was not brought in light of the buyer at the time of booking of flat..
