When actual construction is going to start?? How much time it will take?? Do this project got environmental clearances??

I have booked flat in one of property in Pune in December 2012 but actual construction is not yet started when i call builder they are saying we are in progress to get environment clearance from Maharashtra government and other project which are yet to start those are also having same issues.
