In my experience Hallmark's construction quality is very good. Their projects are bang for the buck if it is for your own use. However I would not recommend them for investment purposes unless you can manage the renting out yourself which in most cases is very hard considering the location of the flat. If you rent it through Hallmark you will have a very hard time collecting rent. Talk to any of their previous projects customers about the rental thing before you make a decision (I am sure they will caution you not to do it if you expecting any returns from the investment). This whole rental thing might sound very attractive but it's a scam unless you are willing to manage it yourself.
