Q: Also, at what time (upon building completion/before registration/before moving in) should these certificates be obtained from the builder?

A completion certification (CC) is a critical and mandatory legal document that a builder should obtain from the municipal authorities after the completion of a building. The CC attests to the fact that the new building is constructed and completed in accordance with all the safety norms and regulations laid down by the Buildings Act 1984. In Karnataka, the CC proves that the said building is approved by the local authorities such as Bangalore Development Authority (BDA) or Bruhat Bengaluru Mahanagara Palike (BBMP), as per the stipulations in the Karnataka Town and Planning Act (1961) and rules of other local authorities.

I could find one at the BBMP website at link: http://bbmp.gov.in/documents/10180/731543/%28OC%29%20Format+of+Completion+Certificate+Schedule+-+VIII.pdf/122f3ba7-d72e-478f-a8f7-b5e7509cad1d This one looks like more like a declaration from the builders side though it specifies the approved plan numbers registered with the government.

I found another document for format of occupancy certificate: http://bbmp.gov.in/documents/10180/504904/Bangalore-Building-Byelaws-+2003.pdf/95195b55-ef62-4b68-bb9e-dc794344c18a Look for page-73 or search for "FORM OF OCCUPANCY CERTIFICATE". The occupancy certificate does mention that inspection from government authorities needs to be done.
