The city is well connected via metro and roads to the job markets of Delhi-NCR region, the city attracts largely to the mid-segment home buyers. Q: Am planning to buy a flat in a 4 story complex at Mahipalpur 100 metre bypass road. The land exists as lal dora land on which flats have been constructed. I have seen the chain of documents and been told that registry is possible. Few queries are: 1) Are the flats legal and property re saleable?? Banks are giving loan. 2) What are the various approvals/NOC/documents required for Lal dora flats which I can see from builder which he might not be showing to me? What document to see and care to be taken before buying lal dora property? 3) Are the MCD/DDA/relate agency approvals applicable on the land. These documents were not available in chain of documents. Builder did not show me building approval from MCD and said that Lal Dora lands are exempted from building plan approvals. 4) What are future prospect of this area and appreciation?? 5) What problems are foreseen in case of lal dora property? 6) At present Jal board connection is not available and undergorund water is being used. Builder says after 1 year DJB water would be available and owner shall have to apply on its own? Is this the case applicable for water. Please advise with as much as details possible. Any documents/reports if applicable then may please be loaded. Anybody having idea about this area please share. Roopinder Singh Vasant Kunj, New Delhi

Hi Roopinder, All these small villages like Lal Dora had their own Gram Panchayat which work and decide the development of the villages. Even today the Lal Dora denotes that the jurisdiction of municipal authorities or the urban development is not applicable in the specified area.
With rapid population growth and un-affordability of the urban areas, these Lal Dora areas sharply got converted into urban villages. Some of the well-known examples in the National Capital Region are Hauz Khas Village, Basant Gaon, Khel Gaon, Munirka and Khirki, among others. Yes, your builder is right. As Lal Dora is exempted from building bylaws, there is no strict regulation on construction in these areas, which in some areas has led to disorganized construction.

Right Harsh, These urban villages are provided many facilities like roads, sewerage, water and electricity by the government. There are a few which are not so blessed and due to the non-availability of such infrastructural necessities. Due to their proximity to the urban centers as well as cheap rentals, many exporters, warehouses, godowns and even corporates started entering the Lal Dora areas.
I also read somewhere that the norms and controls of municipality or urban development authority are not applicable on Lal Dora land and it can be sold to a villager only and not outsiders. Property price in Lal Dora are is 1/4th to 1/10th of that in MCD area. These areas are exempted from the building by laws, and construction norms and related regulations under Delhi Municipal Act dated 1963. As of now 360 villages of Delhi come under Lal Dora.

Similarly, other land use categories like industrial, residential and institutional are already allowed ground coverage between 30 and 40% in the city. From above, the authority will now allow abadi plots for farmers in land parcels designated for residential use. Since they do not have residential land, it was decided that apart from parks, green belts and commercial areas, all other categories of land use in the zoning plan of 2021 that will be used for distribution to farmers.
