The department of Chennai Corporation is planning to opt e-mail process to ensure better accountability and transparency in tax collection. the department has decided to begin sending e-mail statements for property tax. In this process the tax payer will be getting the receipt through e-mail once he pays the property tax. The civic body is also planning to resume the register your phone facility to remind people about the due date for paying tax.

But Krupa.....decision is yet to come.....and hoping for the best... Now, housing projects on more than 500 sq-mt would have to register with the proposed real estate regulator as opposed to the threshold at 1000 sq-mt that was fixed earlier. Also, the interest rate payable by the promoter or allottee in case of any default by either would be the same now.
Right Manu...... And if failure to do so would lead to a penalty of 10% of the project cost. For subsequent violations, they will be charged another 10% of the project cost or sentenced to a three-year jail term. This decision would really protect buyer interests and encourage investment in the real estate sector.

It is also came to hear that to protect small property buyers, a parliamentary panel is recommended to cover housing projects on land below 1000 sq-ft in the proposed Real Estate Regulatory Bill. Earlier it was provision in the bill that builders could register with the regulator only if the project was on the land exceeding 1000 sq-mt.

hope will release soon.......I think even the panel is waiting for this bill as they have not changed the penalty provisions of the Bill and retained the original proposal such as imprisonment of developers for any violation of the proposed law. It indicated that everybody want that the sale of plot, apartment or building in an efficient and transparent manner, to protect the interest of consumers in the real estate sector.

Same here, it's delayed more than 3 years from the promised delivery date. Akshaya was the biggest mistake of my life. The building Itself doesn't look like good. They do not budge to compensate, everything is a challenge with them. Do not recommend akshaya for anyone.
Hi, check your sale agreement paper for any compassion clause written by the builder in this agreement.if yes then builder is liable to pay delay in project compensation. also you can consult with the legal advisor.

Right Madhu, According to new bill 50% payments by buyers need to be deposited in escrow accounts against the earlier proposal for setting aside 70% of the funds in a special account by developers. Buyers are given the right to obtain stage wise information of project and in case of any delayed possession or default from the developer side they are entitled to receive compensation with interest.

Still Work is in progress. i am not sure about the completion date. i am sure that RSK MD also not known the completion date. He also tells about that this issue and that issue. While booking the apartment he will sweetly told that it will complete in 18 months. Now 4 years nearing the project started. Still work in progress. If they (RSK) fully determined it may complete in 3 to 5 months. Otherwise god knows.

Please check with VGN Platina customers.. Every one had a very bad experience including me. They will not keep their promise. For me, still the car parking marking is not provided as per their promise even I have the confirmation letter from them and I am following up for almost 6 months. And now some other owner has parked the car in my area. It is happening for other owners also. So, please check with VGN platina owners about their experience.

There is concession of stamp duty to the extent of 25 percent. There is no concession of registration fee.

All daily basic amenities like school, college, banks & hospitals are nearby. Builder quoted price is around 3850/sq-ft. Expected possession of this project is around April 2015.

My comments to replies
In my experience Hallmark's construction quality is very good. Their projects are bang for the buck if it is for your own use. However I would not recommend them for investment purposes unless you can manage the renting out yourself which in most cases is very hard considering the location of the flat. If you rent it through Hallmark you will have a very hard time collecting rent. Talk to any of their previous projects customers about the rental thing before you make a decision (I am sure they will caution you not to do it if you expecting any returns from the investment). This whole rental thing might sound very attractive but it's a scam unless you are willing to manage it yourself. Also be prepared for a delay in completion (atleast 2 years) and incomplete amenities while handing over which I guess is true with most builders in Chennai.

The reviews above of Pristine Pavillion look good, if there are more buyers, we could possibly get together. If 5 -6 buyers collectively approach the builder there are chances for a better deal.

DRA Group has also launched their Phase-2 of Pristine Pavilion in Mahindra City. They are giving semi-furnishing for the apartments and also 3 years assured rent. The price is also competitive. I have visited their site last week. It is located riight inside Mahindra world city and very close to Mahindra's Research Valley. DRA has handed over their Phase - 1 in Pristine Pavilion. Construction is good. I am in touch with one of their sales persons. May book an apartment here.

Q: I have bought property with Rajparis Civil Constructions Ltd at Madampakkam.Rajparis Crystal spring phase1 completed year ago. But, there are lots of rework, pending activities like EB name transfer, building water leakages, building completion certificate, etc., There is no compensation for delay or not getting the committed facilities. Rajparis team markets the property through Myproptree Company. Rajparis will not fulfills the commitments and they say Rajparis is not responsible for Myproptree commitments.

So most of them seem to be doing such cheap stuff. This is because of improved connectivity, expanding city areas, growth of industries and infrastructure development, among others. Definitely this is a suitable place for plot investors.

Hi Mr JAved, As per my knowledge, Padappai, Oragaddam and Sriperumbudur along the NH-4 stretch have been showing fast growth. The last two months have shown a lot of conversions inquiries into actual buying. The biggest investors are NRIs from the Middle East and Singapore.
@ Javed, Though an apartment may seem to be a better bet as it ready for living, investing in plots makes a lot of sense. Flats are an inflexible format of property and this limits the maximum value they can attain. Flats are snapped up in most cases, but at fixed residential prices dictated by prevailing market rates. As an area attains more market drivers and begins to saturate, plots increase in value manifold and can be sold on a seller's, not a buyer's market. Also, land is cheap in most cases and becomes a good capital investment.

Hi Mr Javed, According to me, if someone buys a new flat for Rs 1 crore and assuming the cost of UDS is Rs 40 lakh, the construction cost would be approximately Rs 60 lakh (which would exclude taxes such as service tax, VAT). Earlier, a buyer was paying Rs 3.20 lakh (8% of UDS i.e Rs 40 lakh). The buyer needs to shell out an additional Rs 1.20 lakh (2% of construction cost ie Rs 60 lakh), resulting in a total of Rs 4.40 lakh.
@ Mr Javed, There is no possibility of saving these charges. But after imposition of these charges on the registration of the construction agreement by the government, developers have started avoiding sale agreement. Now they register only sale deed and construction agreement to avoid registration cost of the sale agreement. This saves the buyer an almost equivalent amount.

I will comment that , DTCP is the town and country planning authority, it is vested with the powers to approve any building plans and layouts. Panchayat does not have the power to approve any layouts. Patta is an extract issued by the register of land holdings maintained usually at the office of the concerned Tehsildar.

The area within the Chennai Corporation comes under the nodal Chennai Municipal Development Authority,(CMDA), formerly known as MMDA. The approval from DTCP or CMDA carries the benefit of owning land which can be used for the specific purpose it is designated for by the planning authority.

Hi, when I ask with the builder person he told me that the project got approval from CMDA. Yes, he accepts that due to this approval project is in pre launch till now, but now builder gets approval from CMDA and airport authorities for high rise apartment. But my personal suggestion before buying check all doc for approval plan.

Hi, Venus, when I ask builder told me that the project is complete till Dec 2017 and due to some delay in approval project has not started his scheduled plan. Now project construction is started and hope that this project completed in a given timeframe. Usually, it is very difficult to predict project certainty in possession.

Hi , I think it is good that this charges is club with property tax which show clear fixed charges taken by govt. for all residential in chennai. so we have to accept this idea and through this we can stop unwanted demand again and again form municipality or other bodies.
According to data released in newspaper the Pallavaram municipality incurred huge costs in construction of underground pipeline and he has to recover the cost to be able to maintain it.The municipality has to recover 7.69 crore by September. While 3.48 crore is the current year demand, 4.21 crore is pending over the last three years.

Hi kushal,I really appreciate govt initiative in terms of smart city , i just want to give my view point that the smart city project is the urban development project of the Modi government with focusing ambitious of JNNURM. While JNNURM took up mega projects such as storm water drain for Chennai, the smart city initiative focuses on ensuring safe drinking water,solid waste management and digital connectivity. While the 100 crore allocation per year may sound good, it gives cities a chance to think ahead and come up with a vision for each city keeping with projected growth in population.

Hi Suhanya, Ramapuram is well-developed locality and takes advantage as developing within the city limit, very close to the city center like a teenager, Vadapalani, Guindy. Big IT Park like DLF, LT, HP, ABB was located in the area. Close to Porur Junction and packed with good schools.

Nexterra is at Perumbakkam. Its about 2kms away from Sathyabhama university. Its the most happening location in Chennai and is expected to grow at a very fast rate due to the good connectivity.
Perubakkam area is a nice location calm place with good ground water reachable to all it sectors and main junctions like Tambaram and Medavakkam. My personal advice is to check the flats which is in ready to occupy state verify all the documents and if you are planning to go for home loan go to SBI they will verify all the documents clearly don't trust the private banks.

Hi all, I think the areas likeThuraipakkam and Perungudi, have witnessed a moderation in sales volumes due to the existing price-levels coupled with the lack of basic infrastructure. Smaller projects spot this region are in the price-band of INR 5200 psf-INR 6500 psf. This region is expected to witness the infusion of fresh supply in the coming months.

When you split , you loose the legitimate approval process . No, there is no such issue with the project and homeowners have shifted to their flat. There is no negative feedback till now. But still i would like to suggest you to visit the society once and asked the owners of the flat about the problem they are facing.
