All property owners in India are liable to pay property tax within 15 days of the commencement of half year. However, the procedure to pay this tax differs from city to city. In Chennai Property owner fall under the jurisdiction of Chennai Municipal Corporation and will have to pay the tax as per rules laid out by the authority.

Hi Sudha, As per my knowledge, Madambakkam have been identified as having Megalithic sites and ASI has restricted construction of any building within a radius of 300 meters from the notified area. Residents were permitted to build only a ground plus first floor with the height not exceeding 7.84 meters. But around 1996, the Indian Air Force authorities stopped issuing NOCs.
@ sudha, Till now it has not been clear neither from State government side nor from local body or Air force authority to grant NOC to those people who has applied a long time ago. The State Government made some exemptions and gave plan approvals at a site that was less than 300 meters from the boundary of Air force.

Q: What happened to Completion Certificate from CMDA? It seems a mystery about handing over possession of Phase II Apartments. No word is coming from MD of Plaza Group. It was expected to be over by May 2012, got postponed to Aug.2012 to Sep.2012 to Oct.2012 to Nov.2012 and now to End of Dec.2012! Will it be possible?

Q: Since the layout is within CMDA limit as written by the seller, it is not clear wheter the layout has CMDA approval. Without CMDA approval, it is not worth for a penny.

What is the status of the project and how much the rate per sqft quoted? How many units will be there and what is the total land development area?
The project is still under construction and the possession is expected by end of 2016. Currently the rate per sqft going on is Rs 7700 and there will be a total of 128 units. The project is spread over 1.3 acres of land.

Valasaravakkam is fast developing locality. As it is accessible to Arcot Road as well PH Road. It is connecting Porur as well CMBT. All the facilities like school, mall, market, bank and ATM are available in this locality. But the locality has seen a 4% down fall in the property price Q-o-Q

Hi VKumar, It is a Kolenchery Municipal Corporation approved project and got all the approvals from there. Most of the resident owner of this project is occupying. There is only one unit is still available for sale.

No idea as to what extent the ground water has been depleted by now.......I wanted to know about the contamination of ground water due to nearby tanneries.Are the tanneries working now? HI, As per my knowledge, when ever you are going to buy any residential property,you are asking about approvals. These approvals are coming from Government authority. The commonly marketed layouts which do not have approval are often marketed as Panchayat approved lands. These are the lay outs which are unapproved by town planning authority or Nodal Authority.
Hi Javed & Kumar, Yes that's right. The area within the Chennai Corporation comes under the nodal authority CMDA (formerly MMDA). The approval from DTCP or CMDA carry the benefit of owning a land which can be used for the specific purpose that is designated by the planning authority. The approval process involves time and cost which are often the main reasons due to which many developers prefer to sell unapproved layouts.

Q: I purchased a flat in Chennai, which is not in an co-operative housing society. I had checked that previous owner has already paid Property tax, gas bill,electricity bill. Hi Mr Kumar, As per my knowledge, neighbors should have collected the maintenance bill from previous owner ,not from you. Now this house belongs to you not to your earlier owner. You are suppose to pay the bills & maintenance charge after being the title holder of the flat. Hi Venu, The flat terrain of Chennai City needs effective Storm Water Drainage System to prevent water stagnation in roads. The terrain of Chennai city is flat and average level of the land in the city is only 2.5m above the Mean Sea Level (MSL). Because of this flat terrain and partial coverage of roads with storm water drains, flooding and water stagnation happens in the city during the monsoons.
Hi Guys, Usually Storm Water Drain will be Provided in 12 m road and above. The minimum size of the drain will be 600X750 mm; the size will be designed depending upon the catchments area, land pattern and discharge. Under JnNURM Scheme, Storm Water drains are designed to relieve Water Stagnation in the Water logging areas irrespective of the width of the road.

Hi Nataraj, As per my knowledge, if you will give your 3 BHK per rent then, current price of 3 BHK, 1559 sq-ft will come around 20000/- to 25000/-per month. Which is actually a better option now a days. This location is fully developed & still some infrastructure work is going on. All major IT Parks, Offices & Hubs are situated very close to it. So rental appreciation is very high as rental demand is there always in all over the year.
Hi Nataraj, According to me, if you want to sell your 3 BHK apartment, then i guess the price will stretch from 73 lac to 91 lac. As everybody knows that this project is located in one of the prime location with decent environment , here demand will be more & supply as well. Hi Venu gopal, Thinking an average budget of Rs 20 lakh as affordable, it is quite interesting to note that almost 90 per cent of the supply in Chennai in this budget range is for plots. However, the maximum demand in the city exists for apartments. Nonetheless, buying a plot for Rs 20 lakh and then constructing a house on it would by no means be affordable.
Hi Mr Venu, According to me, supply of plots is high on the outer peripheries of the city where developing a residential township may not be feasible as these areas are as yet devoid of any social and physical infrastructure. In addition, lack of connectivity is also a major concern.

Hi Priya, Tambaram East is seeing maximum demand for property within Rs 30-40 lakh budget range. This is because of the presence of the IT belt and SEZ within a radius of 2-3 km of the locality. Professionals working in these companies can stretch their budget to Rs 45 lakh, driving demand for housing within this budget, especially for 2BHK units. These are also easy to sell.
Hi Priya, According to me, with the presence of police stations, street lights and fire stations, the security is also well taken care of. The civic and cleaning facilities such as sweeping and sewerage are undertaken regularly. Apart from this, it is well connected via buses, taxis and autos and has no traffic pressure points.

Without ancillary utilisation of real estate in metro stations, the Metro cannot generate profits. Thus, it is a good model to adopt and is quite common abroad. If CMRL will deliver what it promised , then this metro rail will be a huge infrastructural benefit for Chennai. Hi Mr Javed, According to me, if someone buys a new flat for Rs 1 crore and assuming the cost of UDS is Rs 40 lakh, the construction cost would be approximately Rs 60 lakh (which would exclude taxes such as service tax, VAT). Earlier, a buyer was paying Rs 3.20 lakh (8% of UDS i.e Rs 40 lakh). The buyer needs to shell out an additional Rs 1.20 lakh (2% of construction cost ie Rs 60 lakh), resulting in a total of Rs 4.40 lakh.
@ Javed, As per my knowledge, normally the construction cost includes the cost of building the apartment, parking charges, clubhouse fees and charges towards electricity board and water and sewage connection, which in essence is the total consideration value minus the UDS price. These costs vary and are applicable depending upon the project and the developer.

But decision is yet to come Subramanya sir.....and waiting for the finger crossed... Now, housing projects on more than 500 sq-mt would have to register with the proposed real estate regulator as opposed to the threshold at 1000 sq-mt that was fixed earlier. Also, the interest rate payable by the promoter or allottee in case of any default by either would be the same now.
Right Ramya.....hopefully, they will get their rights... And if failure to do so would lead to a penalty of 10% of the project cost. For subsequent violations, they will be charged another 10% of the project cost or sentenced to a three-year jail term. This decision would really protect buyer interests and encourage investment in the real estate sector.

It is true Aveek, At the same time a builder or developer will have to enclose details of its existing projects, details of approvals, land title and payment dues while applying for registration of any project with the authority. The panel define again the carpet area, according to them, the net usable floor area of an apartment, excluding the area covered by the external walls and that under service shafts, exclusive balcony or verandah and open terrace areas, although it would include the area covered by the internal partition walls of the apartment.
Actually peoples were looking for that and very soon they will get their rights. I am happy to hear that Housing Ministry has accepted a proposal of a Parliamentary panel's recommendation on the Real Estate Bill to make the provisions stricter and increase the 50% threshold but not lower it. The Housing and Urban Poverty Alleviation ministry has also accepted all 38 recommendations made by the 21-member Rajya Sabha select committee which submitted its report last week.

Good after noon Pradeep, I think it can be accepted.......it will help both buyers and developer. But they are only discussing i don't know when are they going to implement it. Different party has sifferent view. Earlier, the NDA government had reduced it to 50% or less and allowed the state governments to lower the amount further. As per the AIADMK and Samajwadi Party states should be given the liberty to decide if they want to allow lower the percentage. Member from the Congress have given a difference of opinion proposing the said percentage be increased to 70%.

Malles is one of the leading builders in Chennai. The project is located in the heart of the city at Perumbakkam, Chennai and is a very impressive project. It is well designed and will surely appreciate very well. Water logging is common in some parts of the area, but most of the apartments use rain water harvesting and other such options to control it. It shouldn't be a major problem with Malles Malles Aashira as such I think.
I was checking about few investment options at Perumbakkam. Few of my friends advised to take a look at Malles Constructions project Malles Aashira. Pulled out some information and thought to share it with you guys. They have some 478 apartments with 1 to 3BHK's.... Think this will be a phase wise development with good amenities... Not sure about the rates... If any of you guys comes to know, do post it here...

perumbakkam area is a nice location calm place with good ground water reachable to all it sectors and main junctions like tambaram and medavakkam. Q: I'm trying to pay Property tax online for the year 2015-2016. I missed the first pay where the Demand Date was 1-Apr and there was a penalty - understandable. Why is there a penalty on the October payment, its not due yet. Can someone help.

Hi Pavan, I have also given penalty last year so that I can suggest you to give property tax on time. The Corporation of Chennai plans to penalize (fine) those house owners who fail to pay property tax on time in a bid to encourage timely payment of property tax.In Chennai 2% is charges against property tax . This penalty is very low when compared to the penalty of 15% applied on defaulters in Delhi. Other metros also apply a penalty between 10 and 15%. Bangalore happens to impose a fine of 20% on a monthly basis.

I enquired few month back and the folks there mentioned that it is nearing to completion and can be equipped within this year. I saw the homes and really like it. Very well designed and tremendous facilities. Yes, And once these layouts are approved, Panchayat may have the ability to approve building plan subject to certain regulations. This delegation of power to approve building plans are limited to certain regions only. However, Panchayat can never approve a layout plan.
Hi Uday, Those who are a risk opposite investor like the majority of investors, do not get involved with unapproved or Panchayat approved layouts. There are better layouts available with better resale value. If you have confidence on the approval process and if you have historic evidence of approval for neighboring plots, you can take a plunge in to the risk prone world of gambling in real estate market.

Hi, I have booked a flat in Akshaya project January 4 yrs back. The builder promised to hand over the flat in 2014. It was a totally false promise as after two and half years they ask for one more year to complete the project. And worst customer service no one bothers to answer your concerns. Their claims for delivery on time as stated by their management are all completely false. Construction work is going at a snail pace from the beginning of the project. Check all the required legal approvals before booking ur dream home.

Q: I am planning to buy a open plot at a venture in Hyderabad(Gandi Maisamma). This is a HMDA approved venture with LP number. However I came to know that when we purchase a plot in this venture in the sale deed they are mentioning all the sy. numbers as 77A,77AA,78A,78B,78B1,80,82A,86EE etc. They are not mentioning one perticular sy. nubmer in which our plot falls in. When I ask the developer they are telling since they have developed 22Acrs of land of various sy. numbers under one venture they mention all the sy. number for each plot registration. I verified few docs through online EC. All the link docs and new sale deeds have sy.nos like this only. Is it valid to give all the sy.nos for one plot in a venture? Apart from this I observed one more thing. ie. they have mentioned the sy. numbers as 77,78,80,82,86 (without A B c) in all the documents like below. Irrigation dept NOC, NOC from DC conversion letter from agriculture to residential. HMDA approval letter, etc.. and also in mortgage plots with MR as commission Metropolitan HMDA. Why the sy. numbers differ from our sale deeds to the above mentioned docs? Will this create any dispute or litigation in future? Do you find any chance of any kind fraud like double registrations, ownership disputes, permissions from local authorities..etc. Or have they mentioned entire sy.nos as 77,78,80...etc. to cover all the parts like 77a,b,c,etc.? Well Rakshit. There are numerous options in all prices and configuration ranging from new launch to ready-to-move-in flat. So, it becomes confusing for the home buyers as to what they should choose. My views based on price - Since the price of a property is reversely equivalent to the stages of its construction, it is quite clear that the price of ready to move options will be higher than that of its under construction counterparts, even if situated in the same location.
