In Chennai Property owner fall under the jurisdiction of Chennai Municipal Corporation and will have to pay the tax as per rules laid out by the authority.

It is noted that the Housing Ministry has accepted a proposal of a Parliamentary panel's recommendation on the Real Estate Bill to make the provisions stricter and increase the 50% threshold but not lower it. The Housing and Urban Poverty Alleviation ministry has also accepted all 38 recommendations made by the 21-member Rajya Sabha select committee which submitted its report last week.
It is true Hanif. Now, housing projects on more than 500 sq-mtr would have to register with the proposed real estate regulator as opposed to the threshold at 1000 sq-mtr that was fixed earlier. Also, the interest rate payable by the promoter or allottee in case of any default by either would be the same now.

Q: Recently moved in, but not able to find the exact address of this property itself. Sure we have unit numbers for individual house units, but the whole apartment complex itself has to have some number, right? Also, the street name is not clear. HI, As per my knowledge, when ever you are going to buy any residential property,you are asking about approvals. These approvals are coming from Government authority. The commonly marketed layouts which do not have approval are often marketed as Panchayat approved lands. These are the lay outs which are unapproved by town planning authority or Nodal Authority.
Hi rama, In my point of view, these benefits are unavailable for unapproved layouts. The property value will also increase substantially if approval is sought and this will increase the resale value. The scope of transparency in transaction is increased and resale is also easier. Banks will only be able to fund building construction or renovation when the land is approved.

Hi Venu, The flat terrain of Chennai City needs effective Storm Water Drainage System to prevent water stagnation in roads. The terrain of Chennai city is flat and average level of the land in the city is only 2.5m above the Mean Sea Level (MSL). Because of this flat terrain and partial coverage of roads with storm water drains, flooding and water stagnation happens in the city during the monsoons.
Hi Venu, Yes Mr Vkumar I agreed, In my point of view, this thing too has not been completely successful as sewage continues to drain into the lake from multiple entry points. The biggest casualty of polluted and contaminated storm water drains was supply of drinking water. This is because main and distribution lines passed through storm water drains and due to corrosive condition of these pipes, sewage mixing with the drinking water was common occurrence.

Hi Mr venu, As per my knowledge, Sriperumbudur is one of the posh localities in Chennai. This place is known as manufacturing hub over last seven years. But now a days real estate appreciation in this region is very much low as compare to Chennais outlying areas. Developers who have promoted residential projects there are not enthused about launching new ones.
Hi Mr Venu Gopal, As per the history of Sriperumbudur, Prince foundation had a 440 unit complex in 2007 at rate 2300/sq-ft. This project completed in year 2010. But the interesting part is they have not been able to move out yet because they still have 30 unsold units over there. The last unit they sold was 2months ago at the rate 3000/sq-ft. Which is really a big question to developer.

Any building older than this limit is not worth spending your money. Gandhinagar ,Adyar is a nice location, you can get a fresh 2 BHK ,650 sq-ft in affordable price.
Hi Mr Hanumantharao, There are certain challenges that a buyer of a resale flat may face. This could include lack of proper chain of documentation, especially in cases where the property has changed hands more than a couple of times in the past. If the property is over 18-20 years old, it is possible that it was never formally registered in the first place. Registering it at the current point in time would put the onus of paying the stamp duty in arrears on the buyer.

Hi Javed, As apartments sales in the middle and high income segments are showing no signs of improvement, many builders are seriously stopping big project & looking for plots to start budget homes. Budget homes is something which will be suitable for lower income & middle income group people.
As per my knowledge, due to low margins, many builders are not showing any interest in the affordable housing segment for years. So high volumes are required to make a significant profit, comparable with projects of higher capital values and larger unit sizes. Builders have gone wrong in the past by increase prices unusually and keeping apartment sizes unwieldy.

Hi Venu gopal, Thinking an average budget of Rs 20 lakh as affordable, it is quite interesting to note that almost 90 per cent of the supply in Chennai in this budget range is for plots. However, the maximum demand in the city exists for apartments. Nonetheless, buying a plot for Rs 20 lakh and then constructing a house on it would by no means be affordable.
Hi Mr Gopal, So does this mean that buyers in Chennai cannot get a home that can be defined affordable? It might be a little difficult to get a built-up space in a livable environment for Rs 20 lakh ,affordable housing can be defined on three parameters – size of the apartment, cost of the apartment and income level of the home buyer. Thus, in Chennai, an affordable home may be defined as a project with an apartment size of upto 60 sq m within a cost of Rs 30 lakh.

Hi Javed, As per my knowledge, a positive sentiment has seeped into the Chennai Real Estate Market. Builders are hopeful of speedy revival of real estate market following Reserve Bank of India's decision to cut its key policy rate by 25 basis points on January 15. There is a spirit of optimism especially after the new government took over the reigns at the centre.
@ Javed, United Bank of India and Union Bank of India have already slashed housing loan rates by a quarter percentage to 10%, and builders are hopeful that more would follow suit. A 25 basis point cut in home loan rate translates to a drop in EMI by Rs 842 on a Rs 50 lakh loan with a tenure of 20 years.

Malles is one of the leading builders in Chennai. The project is located in the heart of the city at Perumbakkam, Chennai and is a very impressive project. It is well designed and will surely appreciate very well. Water logging is common in some parts of the area, but most of the apartments use rain water harvesting and other such options to control it. It shouldn't be a major problem with Malles Malles Aashira as such I think.

Hello Pavan, I think RA Puram is one of the posh area and current average price is approx 15k per sq ft. For end used this area is very nice but for investment purpose I think the area is bit expensive. In this area you get approx 25k to 30k as a rent.

Q: I am planning to purchase a flat from the land owner which he got it as his share from builder. The flat is ready to move and also the building got Occupation Certificate from the Gram Panchayat. He is saying that VAT is not applicable as this is owner's share but asking me to pay the sales tax of 3.25% on total value. As i was searching for this, i got to know that service tax and VAT are not applicable on ready to move flats. Request help on this

There is no service component involved in this and hence you don't have to pay any service charges. And if it is a product (and not a service) then should you be paying VAT (Value Added Tax) on it? Short answer is 'NO'. VAT is not applicable for immovable goods. I enquired few month back and the folks there mentioned that it is nearing to completion and can be equipped within this year. I saw the homes and really like it. Very well designed and tremendous facilities. Rate begins from around 95 lakhs. but after Chennai flood, I don't think it will going to complete till this year.
How about the ground water in this site? I think salt and hard water only available in that area. Did you check with the builder about this?

Q: I have finalized a property which is in Ground floor, all legal documents are perfect. Except, Ground floor plan is 1BHK(around 500 sqft) where the actual construct is 2BHK(around 700 sqft). Will there be any problem in future? I get opinions like, there will be problem in resale Is there any way to make it legal ?

HI, Its not your problem if developer has deviated from the passed plans. They will have to deal with authorities and seek OC. Variants are available from 1492 - 1623 sqft (built-up area), and 4bhk in 2154 sqft. Its current asking rate is Rs.4900. The project is spread over 0.55 acres consists 49 units in a single tower. This project is slated for completion in April 2018.
Kg Chandra Vista by KG Homes is a CMDA approved project and almost all the leading banks and financial institutions are funding this project. Block-B, Third-floor slab work on progress. Block-A, External Plastering on progress. In Block-A, up to 4th-floor putty work on progress and in Block-A, external plastering on progress.

Q: I am purchasing a plot in a venture, in the sale deed they are mentioning all the Sy. nos as 77A,77AA,78A,78B,78B1 etc. They are not mentioning one perticular survey nubmer in which our plot falls in. Is it valid to give all sy.nos for one plot in a venture?

Q: I am planning to buy a open plot at a venture in Hyderabad(Gandi Maisamma). This is a HMDA approved venture with LP number. However I came to know that when we purchase a plot in this venture in the sale deed they are mentioning all the sy. numbers as 77A,77AA,78A,78B,78B1,80,82A,86EE etc. They are not mentioning one perticular sy. nubmer in which our plot falls in. When I ask the developer they are telling since they have developed 22Acrs of land of various sy. numbers under one venture they mention all the sy. number for each plot registration. I verified few docs through online EC. All the link docs and new sale deeds have sy.nos like this only. Is it valid to give all the sy.nos for one plot in a venture? Apart from this I observed one more thing. ie. they have mentioned the sy. numbers as 77,78,80,82,86 (without A B c) in all the documents like below. Irrigation dept NOC, NOC from DC conversion letter from agriculture to residential. HMDA approval letter, etc.. and also in mortgage plots with MR as commission Metropolitan HMDA. Why the sy. numbers differ from our sale deeds to the above mentioned docs? Will this create any dispute or litigation in future? Do you find any chance of any kind fraud like double registrations, ownership disputes, permissions from local authorities..etc. Or have they mentioned entire sy.nos as 77,78,80...etc. to cover all the parts like 77a,b,c,etc.? Looking forward for your kind advice. That will defenately help me cheers. PRadeep

Q: I bought a flat with them in their project BBCL Ashraya, delayed by more than 2 years, still not completed , may take until end of 2018 / start of 2019. No compensation at all, some owners were forced to sign documents which state they have no issues with BBCL in order to apply for possession. I personally know some senior citizens were insulted by their staff , not shy of rowdyism used on them. They will lure you with a low rate, get a deposit , then slam you with more taxes , charges and more money, it is almost close to extortion. So BBCL are not builders , MAFIA.

After seeing their price breakup sheet, I decided to drop the project. According to their price break up for 1284 sq ft 3 BHK, the additional cost post base price of 63.6 L is around 14 Lakhs. Additional costs includes service tax - 3.2L and CMWSSB & TNEB charge - 2.4 Lakhs. Is this normal to charge so much for CMWSSB & TNEB and service tax? While the price mentioned on their website is misleading. location seems to be questionable to us because Ashraya is just next to Kannagi nagar slum resettlement area.

Hi Shaik, The average property rates of a apartment in Miyapur, Hyderabad is Rs.3300 - 5200 per sq-ft. It also varies from place to place and the amenities provided by the developer in the project. The highest number of amenities cost you more while few basic amenities will cost you less.
Price of a property also depends on location. If you are buying a flat in interior side of the locality or, away from main road or, in the rural areas, it will cost you less. On the other hand, if you are buying in urban areas or, metropolitan, suburban, or the road side property, then it will cost you more. Here, you will get all the basic amenities nearby.
